Saudi SFDA Garlic Registration in 2026: A Clear Path for GCC Buyers

by zileeland 05 Aug 2026

A 40ft reefer that sat in Jeddah for 23 days

Last month a Riyadh-based fresh-produce importer lost 23 days and roughly USD 18,000 in demurrage, cold-storage fees, and re-sticker labour when a 40ft reefer of Chinese garlic was held at Jeddah Islamic Port. The shipment was clean: GlobalGAP packing house in Shandong, phytosanitary certificate in order, cold-chain temperature log perfect. The cause was paperwork — the Arabic label used a different production date format than the commercial invoice, and the SFDA product registration in the GHAD system referenced an old importer code.

A 40ft reefer that sat in Jeddah for 23 daysThat incident reflects a shift shaping Gulf garlic trade in 2026. The Saudi Food and Drug Authority has tightened border screening on fresh produce — garlic now faces MRL tests for pesticide residues, halal attestation, and Arabic-language label checks. The UAE runs a parallel regime through Dubai Municipality and FSD Abu Dhabi. For GCC buyers who source from China, India, or Egypt, the documentation pipeline has become the real lead-time.

What SFDA and SABER actually require from a garlic shipment

Three compliance layers must close before a container clears Saudi customs.

GHAD product registration. All food businesses selling in Saudi Arabia must register products with SFDA through the GHAD online system. Processing runs 4 to 12 weeks depending on document completeness. The registration lives with one importer and one brand — change either and the listing needs re-issue.

SABER shipment certificate (SCoC). SABER is two layers: a Product Certificate of Conformity (PCoC) for the product category, and a Shipment Certificate of Conformity (SCoC) for every batch crossing the border. SCoC cannot be backdated in Saudi Arabia. If the certificate arrives after the cargo, the container does not leave customs. Even a one-day mis-tie between SCoC issue date and bill of lading date triggers a fresh conformity cycle.

Arabic-language label verification. Labels must carry the product name, ingredients, net weight, batch number, manufacturing or expiry date in Hijri or Gregorian, storage conditions, country of origin, and the Saudi importer's registration details in Arabic. Jeddah inspectors have rejected lots where the Arabic sticker overlapped the date code, where transliteration of the Chinese factory name changed between documents, or where the importer's CR number on the label did not match the GHAD file.

UAE is less rigid on Arabic but still requires Dubai Municipality product registration for foodservice distribution. A buyer shipping to both Riyadh and Dubai from one Chinese origin has to cover both regimes in parallel, not after the goods leave the farm.

Egypt is closing; China carries the documentation load

Egypt ended its 2025/26 season in late July, with limited volumes through October. Most of that Egyptian tonnage was already booked to Europe and Brazil, where Spanish and Italian processors absorbed the carry-over from a near-doubled export year. Argentina is counter-seasonal and rarely aligned with GCC replenishment. Indian garlic — AED 6.67/kg for a 3.3 kg mesh bag at Al Aweer in September — trades fast in the UAE but rarely ships with Saudi-grade Arabic packaging or a ready SABER SCoC.

The Chinese garlic export complex is the only origin with consistent container capacity, Saudi-grade labelling shops in Shandong and Henan, and enough repeat shipments through Jeddah to keep conformity-assessment bodies familiar with the paperwork.

The documentation pipeline that actually works

Importers whose garlic moves through Jeddah without incident treat documentation as the load's first 100 metres, not an afterthought at the destination warehouse:

● Lock the GHAD file and importer account before confirming the origin order. Eight-week SFDA queues are not unusual in Q4, and a registration that misses the cooking season misses the year.

● Issue PCoC and SCoC via an authorised conformity assessment body, with certificate description, Arabic label wording, and invoice net weight matched letter-for-letter across every shipment document.

● Print bilingual labels at the Chinese factory, not at the destination warehouse. Stickering in Jeddah costs roughly USD 1.20 per carton, doubles handling labour on a 40ft reefer, and risks smudging date codes during transhipment.

● Carry certificate of analysis, health certificate from country of origin, and Codex MRL residue reports. Saudi border inspection has lifted the Allium sample rate in 2026, with residue failures now triggering shipment-level rejections rather than importer warnings.

● Reserve a 1–2 percent inspection-and-rejection budget on every container. Even fully compliant lots trigger random sampling.

What a Dubai cold store adds to the pipeline

For buyers distributing into both the UAE and Saudi Arabia, parking part of the cargo in a Dubai cold store at Ras Al Khor creates an operational buffer that absorbs almost any Jeddah hold. The shipment clears UAE customs once, sits under halal-attested cold storage, and draws down to Riyadh via re-export paperwork with Arabic labels already corrected. Zileeland runs that buffer from Building 29 at Ras Al Khor, with Pure White 5.0–5.5 cm, Normal White 5.0–5.5 cm, and peeled garlic already in cold storage.

Zileeland Dubai Hub in Ras Al KhorThe Saudi importer pulls smaller Saudi-compliant lots instead of gambling one container's clearance on a single SCoC. Any shipment flagged at Jeddah can be redirected into the UAE wholesale channel at Al Aweer, where the garlic family average has traded between AED 5.84 and AED 6.14 per kilogram across the first week of September 2026 — a workable clearing price. Payment can split: a Sight LC clears on Dubai arrival, while a separate Deferred LC or 30–60 day OA covers the Saudi-bound tranche, optionally backed by Chinese export credit insurance.

For GCC buyers who would rather not run the documentation pipeline themselves, a supplier with the GHAD file, the SABER relationship, and a re-exportable cold-store buffer on the UAE side is the cleaner route. Zileeland's refundable deposit lets buyers walk the Building 29 dock, verify the lot, and only release funds once grade standard is confirmed — a working answer to the Jeddah-hold problem. Sight and Deferred LC, D/P, D/A, and 30–120 day OA are open, with select orders supportable under Chinese export credit insurance, and a complimentary storage period adds flex as Ramadan 2027 volumes firm up from November onwards.

The Q4 build window for GCC buyers

Ramadan 2027 begins around 8 February next year, so the build window for a Saudi-led GCC stocking programme runs now through October. Lock documentation first, then freight, then commodity. A 40ft reefer from China currently books at USD 10,000 or more on the spot market, so a 23-day demurrage event costs more than a full SFDA registration.

What is Lorem Ipsum? Lorem Ipsum is simply dummy text of the printing and typesetting industry. Lorem Ipsum has been the industry's standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book. It has survived not only five centuries, but also the leap into electronic typesetting, remaining essentially unchanged. It was popularised in the 1960s with the release of Letraset sheets containing Lorem Ipsum passages, and more recently with desktop publishing software like Aldus PageMaker including versions of Lorem Ipsum. Why do we use it? It is a long established fact that a reader will be distracted by the readable content of a page when looking at its layout. The point of using Lorem Ipsum is that it has a more-or-less normal distribution of letters, as opposed to using 'Content here, content here', making it look like readable English. Many desktop publishing packages and web page editors now use Lorem Ipsum as their default model text, and a search for 'lorem ipsum' will uncover many web sites still in their infancy. Various versions have evolved over the years, sometimes by accident, sometimes on purpose (injected humour and the like).
